In answer to your question "When are we to do Evangelism and for how long are we to do evangelism?"

*We Are to Do Evangelism Now!

"And Jesus came up and spoke to them, saying, ‘All authority has been given to Me in heaven and on earth. GO THEREFORE and make disciples of all the nations, baptizing them in the name of the Father and the Son and the Holy Spirit, teaching them to observe all that I commanded you, and lo, I am with you always, even to the end of the age.’" (Matthew 28:18-20)

"Do you not say, ‘There are yet four months and then comes the harvest’? Behold, I say to You, lift up your eyes, and look on the fields, that they are white for harvest." (John 4:35)

"And working together with Him, we also urge you not to receive the grace of God in vain—for He says, ‘At the acceptable time I listened to you, and on the day of salvation I helped you’; behold, NOW is ‘the acceptable time,’ behold, NOW is ‘The day of salvation.’" (2 Corinthians 6:1-2)

*We Are to Do Evangelism Until. . .

Isaiah 6:8-12

"Then I heard the voice of Adonai saying, ‘Whom shall I send, and who will go for Us?’ Then I said, ‘Here am I. Send me!’ And He said, ‘Go, and tell this people: "Keep on listening, but do not perceive; Keep on looking, but do not understand. Render the heart of this people insensitive, his-ears dull, and his-eyes dim, lest he-sees with his-eyes, hears with his-ears, understands with his-heart, and returns and is healed."’ Then I said, ‘Adonai, how long?’ and He answered, ‘Until cities are devastated and without inhabitant, houses are without people, and the land is utterly desolate, Yehovah has removed men far away, and the forsaken places are many in the midst of the land.’"

In Matthew 22:1-14 (Luke 14:15-24) Jesus told the following parable:

"The kingdom of heaven may be compared to a king, who gave a wedding feast for his son. And he sent out his slaves to call those who had been invited to the wedding feast, and they were unwilling to come, Again he sent out other slaves saying, ‘Tell those who have been invited, "Behold, I have prepared my dinner; my oxen and my fattened livestock are all butchered and everything is ready; come to the wedding feast."’ But they paid no attention and went their way, one to his own farm another to his business, and the rest seized his slaves and mistreated them and killed them. But the king was enraged and sent his armies, and destroyed those murderers, and set their city on fire. Then he said to his slaves, ‘The wedding is ready, but those who were invited were not worthy. Go therefore to the main highways, and as many as you find there, invite to the wedding feast.’ And those slaves went out into the streets, and gathered together all they found, both evil and good; and the wedding hall was filled with dinner guests. But when the king came in to look over the dinner guests, he saw there a man not dressed in wedding clothes, and he said to him, ‘Friend, how did you come in here without wedding clothes?’ And he was speechless. Then the king said to the servants, ‘Bind him hand and foot, and cast him into the outer darkness; in that place there shall be weeping and gnashing of teeth. For many are called, but few are chosen.’"

In answer to Your question "When are we to do Evangelism and how long are we to do it?" We are to do evangelism now! and we are to do it until not one man, woman or child is left in the city, until the cities are destroyed and no longer in existence. We are to do it until Jesus returns. We are to win souls for Jesus until we die or He returns. We are to do it with every free moment we have, with all our resources and with all our free time. That is when and how long.
